Pennsylvania gambling laws

In October of 2017, Governor Tom Wolf signed a Pennsylvania online gambling bill, pertaining to a range of online gambling categories, including legal online sports betting as well as online casino in Pennsylvania. This new Pennsylvania online gambling bill legalized sports betting and daily fantasy sports and gave the green light for operators to launch online casinos, online poker, and other types of online gambling. The new legislation obviously welcomed in new regulatory policies and licensing regulations, leading to big money making opportunities for the state.

This meant an exciting start for operators who now sought out licenses for sportsbooks and online casinos, as well as iGaming software companies and providers who were anxious to get their foot in the door to this lucrative industry.

In May of 2018, the US Supreme Court’s repealed the Professional and Amateur Sports Protection Act (PASPA), allowing states to introduce legislation to govern sports betting if they chose to legalize it within their borders. Several casinos went ahead and launched Pennsylvania sports betting in their facilities soon after.

Since then, the Pennsylvania Gaming Control Board (PGCB) began accepting sports betting applications from land-based operators in 2018. The first Pennsylvania casino to start accepting legal sports bets was Hollywood Casino PA, located at Penn National Race Course in November of 2018. Following a few months behind was Rivers Casino and SugarHouse Casino Philadelphia, both soft-launching in December 2018. Many others followed soon after, including Parx Casino, which has always proved big competition.

PA sports betting saw somewhat of a slow start after the signing of the Pennsylvania online gambling bill. This may be due to the fact that the PGCB has been charging casinos an arm and a leg in regards to their licensing fees and tax rates. $10 million is a steep fee - even for these money-making giants - on top of a 36 percent tax rate!

Philadelphia casino list

Philadelphia is home to several gambling locations. There are two racetracks and casinos in the City of Brotherly Love, along with one resort casino and one stand-alone casino.

Situated on the Delaware River Waterfront in the Fishtown neighborhood of downtown Philly, you’ll find SugarHouse Casino. This site previously belonged to the Jack Frost Sugar Refinery - which is how SugarHouse got its clever name! The Philadelphia casino offers more than 1,800 slots machines, over 100 table games, and a poker room with nearly 30 tables. SugarHouse sees around 4 million visitors per year. Gamblers can enjoy its facilities any day of the week at any time they wish. Best of all, parking is free!

Parx Casino sits 19 miles from downtown Philly. The site consists of two main buildings - Parx East and Parx Casino. Parx East includes a horse racing track, betting parlor, and poker room. Parx Casino houses over 3,400 slot machines and video machines, 130 table games, and a poker room with 48 tables. Parx offers the standard casino table games, along with several more unique games not common in many casinos.

Located 18 miles from downtown, players will find Harrahs Philadelphia. This site offers horse racing as well as a massive casino with well over 2,400 slot machines and video poker machines, a wide variety of table games, and a poker room.

The Valley Forge Casino is about 20 miles from downtown Philly and offers around 600 slot machines and video poker machines. Their selection of table games is also low, offering around 50 options.

Philadelphia is expecting another giant casino and resort, however, by the end of 2020. Plans for the Live! Hotel and Casino have been made very public as the $600-million project is already underway.

Pennsylvania online sports betting

PA sports betting is currently offered at several facilities throughout the Keystone State, however, soon we expect these operators to launch PA online sports betting apps. Fans can currently place their bets at land-based casinos, off-track betting parlors, and mini-casinos. In the near future, a variety of legal online sports betting apps will provide online platforms for users to participate in Pennsylvania online sports betting from the convenience of their phones, anywhere in Pennsylvania!

PA online sports betting sites

As Pennsylvania online sports betting is quickly approaching, we have created a comprehensive list of what you can expect to see in terms of PA online sports betting sites.

FanDuel Sportsbook

A partnership with Valley Forge Casino has resulted in the FanDuel Sportsbook in Pennsylvania. Once FanDuel stepped into Pennsylvania and opened shop at Valley Forge Casino, the operator began making plans for its online betting app. FanDuel’s NJ sports betting app was one of the strongest in the NJ market and now FanDuel’s PA sports betting app is expected to make just as big of an impact in Pennsylvania. Players can expect enticing bonuses from the FanDuel sports betting app, as the FanDuel NJ app has been offering a risk-free first-time bet of up to $500!

DraftKings Sportsbook

This daily fantasy sports giant is expected to enter the PA sports betting market, however, considering they have no land-based partners, for the time being, it is unclear what their plans are. We can expect that their PA sports betting platform will be very similar to their successful NJ sports betting site. As sportsbook loyalty programs are dependent on their partner casino, we will not know much about the DraftKings Rewards system until they have established who their partner casino will be in the coming months.

Parx Casino Sportsbook

Parx Casino is making more revenue than any other Pennsylvania casino, so there are high expectations for their PA online sports betting platform. The company introduced a sports betting app shortly after opening its land-based sports betting facility in 2018. The app allowed customers to place bets while visiting the land-based casino, however soon Parx will be offering much more. Parx has partnered with GAN and there are plans to launch this online sportsbook in the coming months, which would allow players to participate in PA sports betting from anywhere within the state.

SugarHouse PA Sportsbook

SugarHouse already has a strong NJ sports betting app, PlaySugarHouse, and is doing very well in the US market. The company's integrated online casino and sportsbook in New Jersey was one of the NJ online betting platforms with the highest revenue along with an all-around successful mobile app counterpart. Judging by SugarHouse Sportsbook online in the Garden State, players in Pennsylvania can expect a large first deposit match bonus upon registering an account with the PA sports betting site.

Rivers Sportsbook

Rivers Casino, located in Pittsburgh just along the Ohio River, is expected to launch sports betting app very similar to PlaySugarHouse, called BetRivers. Rush Street Interactive owns Rivers Casino as well as SugarHouse Casino in Philadelphia, and PlaySugarHouse.com in New Jersey, therefore, the online platforms will have many similarities.

Caesars Sportsbook

After much success in Nevada and New Jersey, Caesars will be launching its PA sports betting product, licensed by Harrahs Philadelphia. This online sportsbook is expected to offer an extensive selection of betting options, markets, and special features. Judging by Caesars NJ sports betting site, the PA online sportsbook will likely offer extravagant bonuses and promotion as well. Players can expect free bet offers upon registration, as well as attractive welcome bonuses.

Hollywood Casino at Penn National Sportsbook

Hollywood Casino at Penn National was the first casino in Pennsylvania to apply for a sports betting license, the first to be approved, and now claims the title of Pennsylvania's first sportsbook. Penn National partnered with William Hill as its sports betting partner, and the team is now working on an online sports betting product. New players should expect some extra bonus cash for opening an account. It is anticipated that Hollywood Sportsbook will offer a $50 bonus for players who register and place $50 into sports wagers. Even better, this offer does not include any extensive playthrough requirements.

Presque Isle Downs Sportsbook

Presque Isle Downs, owned by Churchill Downs, has plans to launch a BetAmerica online betting product, however, not until June 2019. There is not much information on this yet as the company is still working on having its retail location up and running smoothly.

There is no guarantee that everything offered in the NJ sports betting market will be immediately available when PA sports betting sites are launched. However, once these products have gone live, we will have much more detailed information available.

Pennsylvania online casinos

July 15, 2019 -  That is the day that Pennsylvania online casinos will launch into the iGaming sphere. While that is the set day for online casinos to legally launch, this does not mean that all will be available on that day. Players can expect online casinos to continue popping up throughout the summer as well. There are only seven Pennsylvania casinos which have current plans of launching on July 15, 2019. The rest of them will make us wait with anticipation until they're unknown launch dates.

These are the seven online casinos we are expected to launch in July:

Harrah's Online Casino

As a Caesars-owned casino, Harrah's will be offering online casino, online poker, sports betting, and online sports betting in Pennsylvania. The company's partnerships with 888 and Scientific Games has given the company a leg up in being able to offer a huge variety of casino games. Harrahs Philadelphia online casino will be allowed to offer online slots, online table games, and online poker, meaning its application for all three licenses was approved. The Pennsylvania Gaming Control Board (PGCB) had been accepting applications for a discounted $10-million online gambling permit for three different gambling licenses:

  • online slots license
  • online table games license
  • peer-to-peer game license (interactive games)

Parx Online Casino

Parx Casino PA, like Harrah's, will be offering almost every form of gambling including online casino, online poker, sports betting, and online sports betting. This online casino's application for the $10-million permit was approved by the PGCB, meaning it will also be offering slots, table games, and online poker on its PA online casino platform. The casino announced a partnership with software developer, GAN, who is already working on the online casino as well as the site's online sports betting features.

SugarHouse Online Casino

SugarHouse Casino Philadelphia online will be offering online casino, online poker, sports betting, and online sports betting in the state of Pennsylvania. The casino is owned by Rush Street Interactive and has been in partnership with software developer, Kambi. SugarHouse already has a successful online gambling site in New Jersey offering online casino games as well as an online sports betting platform. It's Pennsylvania online casino should be quite similar and Pennsylvanians can expect its launch very soon.

Hollywood at Penn National Online Casino

Hollywood Casino PA online will be offering online casino, online poker, sports betting, and online sports betting in the state of Pennsylvania. The online casino is expected to launch soon, debuting its site by renowned developer, IGT. Hollywood Casino PA paid the $10-million for the trio of online gambling licenses and will offer online slots, online table games, and online poker. These offerings should be available to players very soon, while its poker products and live dealer games will come later this year.

Mount Airy Casino Online

Mount Airy Casino, moving ahead with its Pennsylvania online casino plans, partnered with The Stars Group. Mount Airy Casino received approval from the PGCB which will allow the online casino product to offer online slot machines, online table games. Players can expect a launch very soon.

Valley Forge Casino Online

Valley Forge Casino plans to offer all four types of online gambling including online casino, online poker, sports betting, and online sports betting. The casino applied for the $10-million permit to offer online table games, online slots, and online poker within the state of Pennsylvania and was approved. In fact, upon approval, this casino announced its extensive plans for the near future including a list of its partnerships including:

  • FanDuel
  • IGT
  • GAN
  • GeoComply
  • Aristotle

Presque Isle Downs and Casino Online

Presque Isle Downs and Casino will be offering online casino, sports betting, and online sports betting. Its parent company, Churchill Downs, announced that the casino will be launching a BetAmerica online gambling product, as well as an NJ online casino with Golden Nugget. The Pennsylvania online casino will offer online slots and online table games, however, will not be able to offer peer-to-peer games. The partnership with Golden Nugget for the NJ online platform has allowed the company to partner with the developer, SBTech, on the PA products.

The following online casinos are either approved and have no confirmed launch dates or are awaiting approval:

Mohegan Sun Casino PA Online

Mohegan Sun Pocono Casino plans to launch an online casino along with sports betting, however, there are no plans for an online poker platform as their interactive gambling application came in a bit too late. The company had applied for all three gambling licenses, however, they did not manage to have everything ready for the deadline given by the PGCB. As a result, they will pay $4-million for each individual online gambling permit. Partnering with Kindred, the company plans to launch its online casino platform in the coming year. The company's online casino in New Jersey was designed by developer NYX and partnered with PokerStars for its Atlantic City Resorts Casino.

Sands Bethlehem Online Casino

Sands Bethlehem Casino plans to launch an online casino platform along with online poker, however, sports betting does not seem to be in the plan. The property is in the middle of a sale to the Poarch Band of Creek Indians. The site also plans to change its name to Wind Creek Casino and Resort. Once the transition is complete, the company plans to continue with their online casino and online poker plans. Wind Creek had applied for all three gambling licenses on behalf of Sands Bethlehem for the Pennsylvania Gaming Control Board discounted price $10 million, despite Sands Bethlehem's disapproval. Despite the companies disagreements, the PGCB approved their application. Now it's up to WInd Creek and Sands Bethlehem to reach an agreement in order to launch an online gambling platform.

Stadium Park Philly Live! Casino Online

The construction of this South Philadelphia casino is underway and the company plans to open its doors in December of 2020. The $600-million project, originally branded Live! Hotel and Casino Philadelphia is a joint project between Cordish Companies and Greenwood Gaming and Entertainment. Stadium Casino will sit at 900 Packer Ave. Partnering with developer GAN, the company is already planning its online platform strategy. Even though Stadium Casino is not yet constructed, the company had applied for the $10-million permit to provide online slots, online table games, and online poker on its online gambling platform.

MGM PA Online Casino

Not all Pennsylvania casinos applied for online gaming licenses, therefore the PGCB started allowing other licensed casino operators outside of PA to apply as a qualified gaming entity (QGE). Hence, once approved they would be permitted to purchase an interactive gaming license. MGM took advantage of this opportunity and applied for the trio of licenses under its Borgata license. If MGM is approved, it will offer online slots, online table games, and online poker in the state of Pennsylvania. Considering that GVC designed the Borgata and playMGM online gambling sites in New Jersey, players can expect the Pennsylvania product to be similar.

Golden Nugget PA Online Casino

Another company who took advantage of the PGCB's offer and applied as a QGE was Golden Nugget. This could step up the competition in Pennsylvania as Golden Nugget Atlantic City is currently New Jersey's top-grossing online casino. If approved by the PGCB, Golden Nugget will apply for the interactive gaming licenses to offer online slots, online table games, and online poker in the state of Pennsylvania. Considering Golden Nugget's successful partnership with SBTech on its New Jersey online casino platform, players can expect to see something similar in Pennsylvania.
